The circumstance that the bill is brought down at this time (…) give one good reason to believe that the emergence referred to (…) it’s an emergency with respect to unemployment as it is an emergency with respect to the government own position in appealing to the people (…) the bill has all the earmarks of a measure introduced for the purpose of assisting the administration in a general election.”
